New Statewide Association Launches to Advance Access and Quality in Autism Services
Boston, MA, – Massachusetts Providers for ABA Access and Quality (MPAAQ) announced the formation of a statewide trade association representing organizations dedicated to providing high-quality Applied Behavior Analysis (ABA) therapy to individuals with autism and related conditions. MPAAQ was created to engage in advocacy, education, and public policy initiatives to ensure that children and families across the Commonwealth can access effective, ethical, and sustainable ABA care.
“MPAAQ was created out of shared mission to ensure that ABA services in Massachusetts remain accessible to those who need them most, and are supported by the policy frameworks, reimbursement models, and clinical standards that make quality care possible,” said Dr. Rebecca Thompson, Chair of MPAAQ. “We represent providers delivering services across the state, and we are committed to improving access through collaboration, transparency, and a unified voice.”
ABA therapy is a science-driven, individualized intervention that teaches meaningful skills and supports independence in areas such as communication, daily living, behavior regulation, and social interaction. While Massachusetts has led the nation in autism insurance reform and expanded coverage, the system is now facing new challenges, including mounting workforce shortages, growing regulatory requirements, and stagnant Medicaid rates that have not kept pace with the cost of service delivery. In 2026, ABA service coverage will be expanded to the Down Syndrome population in the Commonwealth. MPAAQ stands ready to support service providers and collaborate with payers as we prepare to implement this much-anticipated new coverage policy.
MPAAQ will work to:
- Advocate for policies that expand and process access to quality ABA services
- Promote sustainable reimbursement rates through regular MassHealth rate reviews that reflect the true cost of care.
- Support quality standards that ensure ethical practice, including provider accreditation and workforce development.
- Partner with state agencies and legislators to ensure appropriate regulation, accountability, and transparency in policy and funding decisions.
As part of its launch, MPAAQ is actively supporting S.2587 and H.4353, complementary bills filed by Senator Michael Moore and Representative Christine Barber, that would require biannual reviews of Medicaid ABA rates and mandate evaluation of key cost factors including staffing, regulatory compliance, and service expansion. MPAAQ believes these bills lay the groundwork for a more stable, data-driven approach to rate setting.
MPAAQ further supports S.1414, championed by Senator Moore, which recognizes Licensed Assistant Behavior Analysts as qualified healthcare providers by creating reimbursement codes, modifiers, and rates for their services. This bill would expand access to ABA serves in a fiscally responsible manner, without sacrificing clinical quality, and is completely in alignment with MPAAQ’s mission.

The association will engage in public education, policy analysis, legislative advocacy, and ongoing dialogue with stakeholders throughout the state.
